The Confederation of African Football (CAF) Appeal Board have ruled that Senegal forfeited the 2025 Africa Cup of Nations (AFCON) final in Morocco, awarding the title to the host nation.
In a statement, CAF said the Appeal Panel applied Article 84 of the AFCON regulations, concluding that Senegal’s conduct during the final constituted an infringement under Articles 82 and 84.
The ruling overturns an earlier decision by the CAF Disciplinary Board.
“The appeal lodged by the Fédération Royale Marocaine de Football (FRMF) is declared admissible and upheld,” the board said, adding that Senegal’s actions met the threshold for forfeiture under the tournament rules with Morocco awarded a 3–0 victory.
CAF also issued a series of disciplinary decisions related to the final, including a partial ruling on Morocco midfielder Ismaël Saibari.
The Board confirmed the midfielder committed misconduct under Articles 82 and 83(1) of the Disciplinary Code but reduced his sanction to a two‑match ban, with one match suspended.
A $100,000 fine previously imposed on the player was annulled.
The FRMF, however, was not cleared of all wrongdoing. CAF found the Moroccan federation responsible for the behaviour of ball boys during the match and reduced an earlier fine to $50,000. A separate $100,000 sanction for interference around the VAR review area was upheld.
In another ruling, CAF cut a fine related to the use of lasers during the match to $10,000.
