Mr Edmond Kombat, the Managing Director of Tema Oil Refinery Limited (TOR) has disclosed that the Refinery’s Crude Distillation Unit (CDU) turnaround was funded from the Company’s internally generated funds, without central government funding for the repair works.
Mr Kombat made the disclosure in his remarks at the Government Accountability Series Press Conference held at the Presidency in Accra.
He said in 10 months of the National Democratic Congress’ (NDC) return to office, TOR had resumed refining, cleared the audit backlog, returned to profit before tax, received five one-million-barrel crude cargoes including Ghanaian Indigenous Jubilee Crude, and a further 950,000-barrel Sankofa cargo, and had its refurbished CDU commissioned by the President.
He said restoring TOR was a pledge President John Dramani Mahama made to Ghanaians, and the pledge had been fulfilled.
“The record in contrast; the two periods can be set side by side. When the NDC handed over in January 2017, debt had been halved to about $300 million, about five million barrels had been processed, crude was in storage and Ghanaian crude had been delivered for refining,” Mr Kombat said.
He noted that by the end of 2024, losses stood at about GH¢10 billion, debt had risen to about $517 million, the Crude Distillation Unit had been idle since 2021, the RFCC since 2019, six years of accounts were unaudited, creditors were unpaid and staff morale had gone.
“We do not claim the work is finished. The refinery’s throughput stands at about 28,000 barrels a day,” he stated.
“Engineers from Verga Engineering are currently on site with TOR’s technical team to increase the throughput to between 45,000bpsd to 55,000bpsd. Once completed, the refinery will be able to operate at its nameplate capacity of 45,000bpsd to 55,000bpsd.”
He noted that they also remained focused on addressing TOR’s legacy obligations and sustaining the progress made so far.

Ho West NDC Chairman retains seat as MP congratulates new executives
By Frank Kwame Abbor, GNA
Ho, Oct. 26, GNA — Mr Koku Tettey Nukomeko has retained his poisition as the chairman of the National Democratic Congress (NDC) in the Ho West Constituency for another four-year term following the party’s internal elections held on October 24, 2026.
The elections produced a new team of constituency executives to lead the party’s grassroots organisation, while two youth-related positions are expected to be settled through rerun elections.
The outcome comes amid reports of possible differences between Mr Nukomeko and some constituency political leaders, including Mr Emmanuel Kwasi Bedzrah, Member of Parliament for Ho West, and Mr Francis Profer Dusey, the District Chief Executive. However, the nature and extent of the alleged differences have not been independently established.
In a message congratulating the newly elected executives, Mr Bedzrah reaffirmed his commitment to working with them to strengthen the party in the constituency.
“Having worked with many of you over the years, I reaffirm my full commitment to continue working hand in hand with all of you in unity and a shared sense of purpose to strengthen our great party in Ho West,” he said.
He also encouraged members who contested but lost or failed to retain their positions to remain committed to the party, recognising their contributions and sacrifices.
“To all comrades who contested but did not win or retain their positions, I want to assure you that you remain important stakeholders in our party and our constituency. Your contributions and sacrifices are still valuable,” Mr Bedzrah said.
The elected executives include Mr Emmanuel Azieku as Vice Chairman, Mr Wisdom Sedzroh as Secretary, Mr Julius Goka as Deputy Secretary and Mr Mubarak Zakari Otega as Organiser. Mr Diamond Adde was elected Deputy Organiser, while Mr Robert Ameh and Mr Emmanuel Mawuli Adonkor were elected Communication Officer and Deputy Communication Officer, respectively.

The Youth Organiser position will be contested in a rerun by Mr Sefiamor Klu and Mr Stanley Bansah, while Mr Eric Senyo Anku and Mr Bright Arku will contest the Other Youth Organiser position.
Eight other elected executive members are Mr Seth Ohene, Mr David Ayim, Mr Adams Shaibu, Mr Edem Yao Feda, Mr Emmanuel Kwabeng, Mr Charles Gomenu, Mr Mark Anku and Mr Godwin Fiator.
The new executives are expected to work with the MP, party members and other stakeholders to strengthen grassroots organisation and promote unity as the constituency prepares for the party’s future political activities.
